Recognizing this critical issue, State Representative Caroline Fairly has announced the formation of her inaugural Panhandle Legislative Advisory Committee on Water Resources.
This newly formed committee consists of top experts and community leaders who will serve as trusted advisors to Representative Fairly as she works toward legislative solutions to address the pressing water crisis in House District 87.
As a member of the House Natural Resources Committee, Fairly is uniquely positioned to champion policies that will preserve water supplies, ensure sustainability, and support the Panhandle’s economic future.

Britney Britten – General Manager, Panhandle Groundwater Conservation District
An expert in technical communication and water conservation, Britten plays a key role in ensuring that groundwater policies are both effective and practical for local communities.
Janet Guthrie – General Manager, North Plains Groundwater Conservation District
With 24 years of experience in groundwater management, Guthrie has dedicated her career to protecting water resources while balancing economic needs.
Floyd Hartman – Assistant City Manager, Amarillo
Hartman leads the Water & Sewer Utilities team serving over 200,000 residents, giving him firsthand knowledge of urban water infrastructure challenges.
Drew Satterwhite – General Manager, Canadian River Municipal Water Authority
Satterwhite oversees a wholesale water provider that serves nearly 600,000 residents, making him a key figure in regional water distribution.
Colby Waters – Executive Director, Community Development Corporation of Perryton
With experience in both public and private sectors, Waters has worked as a City Manager in multiple Texas cities, giving him a broad perspective on water policy and community development.
Ben Weinheimer – President & CEO, Texas Cattle Feeders Association
A respected industry leader, Weinheimer chairs the Panhandle Regional Water Planning Group, which plays a crucial role in long-term water management strategies for the area.
